Gustaaf Willem Hendrik baron van Imhoff (1801 - 1890) was a lawyer and politician from Groningen. Like his father, Van Imhoff, son of the first governor of Groningen, studied law at the University of Groningen and obtained his doctorate there. He was solicitor-general at the court of appeal and then a judge. Due to his appointment as mayor of Groningen in 1848, he was honorably discharged as councilor. During his mayorship, Van Imhoff was a member of the Provincial Council of Groningen for some time, between 1849 and 1850. After his departure as mayor, he returned to his former position of councilor at the court of appeal in Groningen.

The mayor's portrait was painted in 1919 almost thirty years after his death by Georg Rueter (1875 - 1966), painter, draftsman and graphic designer. The portrait was probably donated to the municipality by the van Imhoff family.

Georg Rueter designed advertising material, posters, calendars, ex-libris and was a bookbinding designer. He was responsible for the design of the first children's stamps in 1924. Rueter became a much requested portrait painter.
